How to install steel structural patterned steel plate floor reinforcement angle irons?

When I examined the steel platform, I noticed that the support angle irons for the floor made of patterned steel plates were arranged in an L-shaped configuration; the top part of the L-shaped elements was weldedly connected to the patterned steel plates at the joints. I would like to know why this design was chosen, rather than having the wider side facing upward
This design is correct; the lower part of the angle steel is under tension, so that area is the flat surface of the angle steel. This results in a large resisting moment
