Process holes in workshop steel structures

At the construction site, the steel structural frame of a workshop is being lifted. I saw that beneath each main pillar there was a hole with a diameter of about 150, and the cut steel plates were also spot-welded near those holes. It is clear that, after the steel structure is completed, the cut steel plates need to be welded back in place. Looking through this hole, there is a layer of perforated steel plates inside the steel structure (with holes of approximately 150 in diameter). It is clear that the hole on the outside of this main pillar is a process hole that needs to be welded shut again. I have a question: what is this hole used for? As shown in the figure
After the steel frame is installed in place, it looks like this. At the bottom of each main column, there is such an opening.
These are holes for subsequent grouting; grout is to be poured into the column below these holes.
The explanation you mentioned must be correct and error-free. I asked the plant manager on site, and he said it’s used for pouring cement.
