Is the required depth for drilling a well directly related to the local elevation? At what altitude does one need to drill a well that deep?

I believe that from a geological perspective, well drilling has no direct relation to altitude; it is rather related to the local geological conditions, especially the depth to which the groundwater level lies below the surface. To give a few specific examples, Ayding Lake in the Turpan Basin is at an elevation of -154 meters. However, the groundwater level in the Turpan region is generally quite low; the depth required to drill a well and obtain water is much greater than in Shanghai. Along the shores of some lakes in Tibet, the elevation is over 4,000 meters, but if you want to dig a well by the lake, it is likely that water will emerge after digging just a few meters deep. In many glacier-covered areas of the Himalayas, the groundwater level is at the same height as the local surface, so water is available whether wells are dug or not.
