It was learned from Shaanxi Xinghua Group Co., Ltd. that the project for relocating and upgrading Xinghua Company’s facilities has progressed smoothly over the past year: key procedures have been handled efficiently, preliminary construction work has advanced rapidly, and the planning and design aspects have been fully implemented. The project is steadily moving forward toward its goal of becoming a model for large-scale chemical industry relocation projects in Shaanxi Province. At present, the Xinghua relocation and upgrading project has fully entered the critical construction phase. At present, the overall project design and the design for the foundation works were approved in late June 2025, providing strong technical support for the full-scale construction. Since the arrival of the site grading machinery on March 15, 2025, it took only 5 months to efficiently complete the basic tasks such as site grading, dynamic compaction, and detailed geotechnical investigations, laying a solid foundation for subsequent construction work. On October 23, 2024, the project held its foundation-laying ceremony, officially marking the start of construction ; On April 18, 2025, the groundbreaking ceremony was successfully held, marking the full entry of the project into the construction phase. On October 11, 2024, the official website of Xinghua Group published the \"First Public Notice on the Environmental Impact Assessment for the Relocation, Upgrading, and Transformation Project of Shaanxi Xinghua Group Co., Ltd.\" Construction unit: Shaanxi Yanchang Petroleum Xinghua Yushen Chemical Co., Ltd. Location of construction: Qingshui Industrial Park, Yushen Industrial Zone, Yulin City, Shaanxi Province. Total investment for the project: 890,184 million yuan. The project uses coal as raw material and employs the HT-L pressurized coal gasification technology from aerospace engineering (2 units in operation with 1 as backup). It involves the construction of a facility capable of producing 600,000 tons per year of coal-based synthetic ammonia, 3 sets of facilities capable of producing 270,000 tons each of nitric acid, 860,000 tons of ammonium nitrate (of which 530,000 tons will be in marketable form and 330,000 tons will serve as raw material for compound fertilizers), 1 million tons of nitrocompound fertilizers, 20,000 tons of electronic-grade nitric acid, 10,000 tons of electronic-grade ammonia water, and 200,000 tons of liquid carbon dioxide. Additionally, supporting facilities such as air separation units, coal gasification and purification systems, heating systems, water supply and drainage systems, power supply and telecommunications systems, a central laboratory building (including an environmental monitoring station/gas protection station), a central control room, staff living areas, as well as various digital and intelligent systems will be built. All production units, utility systems, and auxiliary facilities. The project is scheduled to begin construction officially in March 2025, with trial operation starting in December 2027. Shut-down projects include a synthetic ammonia production line with an annual output of 250,000 tons, a dilute nitric acid production line with an annual output of 910,000 tons, a concentrated nitric acid production line with an annual output of 100,000 tons, an ammonium nitrate production line with an annual output of 580,000 tons, a soda ash production line with an annual output of 300,000 tons, an ammonium chloride production line with an annual output of 324,000 tons, a nitrate production line with an annual output of 80,000 tons, a hydroxyl iron powder production line with an annual output of 200 tons, a special gas production line with an annual output of 2 million standard cubic meters, as well as various auxiliary facilities such as air separation units. Measures are taken to prevent pollution from wastewater, waste gas, and noise generated during the operation of these facilities, and solid waste is disposed of in a proper manner.
