According to reports from March 26, 2024, in-depth investigations were conducted on the 100,000 tons per year high-purity silicon-based materials project, which is said to be built by China Chemical Oman Co., Ltd. This move means that the construction of the Oman silicon plant, which has received considerable attention, has officially entered the stage of actual construction, with Sinochem Third Construction playing an even more prominent role as the contractor. This article is the fifth in the “Business in Oman” series published by the China-Oman Industrial Research Institute. The owner of this silicon production plant is United Solar Polysilicon, and the person likely behind its operations is Zhang Longgen, a key figure in the photovoltaic industry. As for the specific production line supply for this project, it has been determined to be provided by Shuangliang Energy Saving. On January 16 of this year, Shuangliang Energy released a announcement stating that the company had won the bid for the project at the Suhar Free Trade Zone in Oman, namely the United Solar Polysilicon (FZC) SPC project aimed at producing 100,000 tons of high-purity silicon-based materials per year; the value of the contract was 58.32 million US dollars. With the on-site investigation by China Chemical Third Construction, the project will progress even more rapidly. The successful implementation of Oman’s 100,000 tons per year high-purity silicon-based materials project is not only of great significance to the owner, United Solar Polysilicon, but it also means that the first silicon material factory in the Middle East backed by Chinese capital will be built rapidly and thrive. For China National Chemical Third Construction and Shuangliang Energy Saving, the successful completion of this project will serve as another highlight in their efforts to expand their international business, further enhancing the company’s influence in the global market.
The Oman project features 128 reduction furnaces and 402 cold hydrogenation units; due to the involvement of sea transportation, export procedures, and customs clearance, equipment is often brought in in large numbers, and the layout of the plant facilities is quite compact. From the arrival of the equipment to its installation, everything is handled smoothly, which significantly reduces the scheduling pressures and time costs for the client.
To ensure quality, the project team implemented a \"first-piece sample inspection system\": for each sub-project, a sample was created first before full-scale implementation, thereby preventing common quality issues; the actual measurement compliance rate exceeded 98%. The project has developed a specific plan for the protection of finished products, implementing strict protective measures ranging from the protection of moving equipment to the use of aluminum foil to protect the bolts at the base of steel columns. The welding materials warehouse is managed by dedicated personnel, with full control over the entire process of storage, drying, distribution, and retrieval of these materials, to ensure welding quality. To ensure clean construction, specialized degreasing areas have been set up; all pipe ends are 100% sealed to guarantee that the inner surfaces of the pipes are clean and free of debris.
