The process of initiating a petrochemical project The development of a petrochemical project is quite complex; it can take several years, a decade or more, sometimes even longer. How does a refining project come about? Let’s discuss the main stages that occur before a project is initiated. The three stages for the approval of a project proposal: the project proposal stage, the project approval application stage, and the feasibility study report stage. I. Project Proposal – Preparation of a project proposal. A project proposal is a document submitted by the entity responsible for initiating the project or the legal representative of the project, based on the development of the national economy, ** as well as local medium- and long-term plans, industrial policies, domestic and international markets, and the internal and external conditions of the location in question. It represents a framework outlining the overall concept for a specific new or expanded project. The project proposal primarily discusses the necessity of investing in the construction, analyzing the feasibility of such investment ; The project proposal is the basis for **selecting and approving projects. A project proposal does not mean the approval of a project; it is a preliminary step that must be carried out before a government-funded project is approved. II. Project initiation – Preparation of a project initiation application report (or project proposal). The project initiation application report is a report outlining the details of the proposed project, submitted in accordance with the requirements set by the authorities responsible for approving projects, in order to obtain their administrative approval for the project. A project proposal is primarily used for projects that require government approval as part of a company’s investment efforts, and it serves to analyze the external impacts of such projects from a macroeconomic perspective ; The project approval application report is an important basis for the government to review a project and decide whether to approve its investment and construction. III. Project Feasibility Study Phase: The feasibility study involves conducting research and analysis on the natural, social, economic, and technical aspects related to the proposed project, as well as predicting the social and economic benefits once the project is completed. It also entails a comprehensive assessment of the necessity of carrying out the project, its financial viability, economic rationality, technical advancement and suitability, as well as the possibilities and feasibility of the construction conditions, thereby providing a scientific basis for investment decisions. IV. There is a progressive relationship among the project proposal, the project approval document, and the approval decision for the feasibility study report: (1) Project idea → Preparation of the project proposal → Approval of the project proposal ; ⑵After the project proposal is approved: Project initiation application → Preparation of the project proposal document → Approval for project initiation ; ⑶Upon successful project approval: Prepare a feasibility study report → Obtain approval for the feasibility report and proceed with industrial implementation.
