Does the LNG production facility using coke oven gas need to conduct LADR testing in accordance with the \"Technical Guidelines for Detection and Remediation of Volatile Organic Compound Leaks in Industrial Enterprises\"? If so, which sections need to be tested?
If the device contains gaseous or liquid VOCs, and the total number of sealing points in the equipment and piping components is ≥ 2000, LDAR testing must be carried out in accordance with the law, following the requirements of the HJ 1230—2021 guidelines. If the number of sealing points is less than 2,000, or if no VOC-containing materials are involved (i.e., the proportion of VOCs by mass is less than 10%), then it falls outside the scope where LDAR implementation is mandatory; however, voluntary implementation is encouraged to improve safety and environmental protection standards
