On May 21, the Department of Development Planning under the Ministry of Education released a “Notice on the Intended Approval of the Establishment of Undergraduate Institutions of Higher Learning”, in which it proposed to approve the establishment of 34 undergraduate institutions of higher learning. Among them are two chemical engineering colleges: Hunan Chemical Industry Vocational and Technical University and Henan Energy and Chemical Engineering College. According to the announcement issued by the Henan Provincial Department of Education on December 19, 2025, Puyang Institute of Technology, which was established on the basis of Henan University Puyang College, has applied to have its name changed to Henan Energy and Chemical Engineering University. According to the official website information of Puyang Institute of Henan University, in 2015, Puyang Institute of Henan University, established through a partnership between Henan University and the Puyang Municipal Government, was officially founded. The school is located in the Economic and Technological Development Zone of Puyang City, Henan Province, covering a total area of 1,336 mu. It currently offers programs in chemical engineering and technology, electronic information science and technology, software engineering, material chemistry, network engineering, communication engineering, Chinese language and literature, accounting, etc. By 2025, three additional programs will be introduced: energy chemistry, automation, and data science and big data technology. This has resulted in a disciplinary structure that focuses on engineering, while also promoting coordinated development in science, literature, and management fields. According to the \"Public Announcement on Matters Related to the Establishment of Higher Education Institutions\" published on the website of the Hunan Provincial Department of Education on September 5, 2025, Hunan Chemical Engineering Vocational and Technical University was established on the basis of Hunan Chemical Engineering Vocational and Technical College, and it is of public nature. Hunan Chemical Industry Vocational and Technical College traces its origins to Hunan Provincial Chemical Industry School, which was established in 1958. In 2003, with the approval of the Hunan Provincial People’s Government, it was upgraded to a higher vocational college. It is a public higher vocational institution sponsored by the Hunan Provincial People’s Government and supervised by the Hunan Provincial Department of Education. It was successively merged with Zijiang Chemical School in Hunan Province, Hunan Chemical Machinery School (Hunan Industrial Senior Technical School), Hunan Ceramic Technician College, and Hunan Commercial Technician College. The college is located in Zhuzhou City, Hunan Province, covering an area of over 1,500 mu, with a total construction area of more than 500,000 square meters. It has over 1,200 faculty members and more than 15,000 higher vocational students. The college comprises 12 teaching units, including the School of Chemical Engineering, the School of Pharmaceutical and Biological Engineering, and the School of Mechanical Engineering, and offers 38 full-time junior college programs (including specializations).
