It is understood that the main technical standards and construction plans adopted for the Zhongke Fuhai Comprehensive Gas Island project comply with the requirements of **relevant energy-saving regulations and policies; therefore, the energy-saving report for this project is approved in principle. The main construction components of the project include: a helium filling production line, a hydrogen production facility, an industrial gas filling production line, an air separation unit, as well as supporting workshops and auxiliary production facilities. The key production equipment includes boosters, centrifugal air compressors, expanders, conversion furnaces, etc. The project is designed to produce 1.5 million standard cubic meters of liquid helium/helium per year, 32 million standard cubic meters of hydrogen, 210.64 million standard cubic meters of industrial gases, and 2 million standard cubic meters of electronic specialty gases. Project energy consumption and key energy efficiency indicators: After the project is put into operation, the annual comprehensive energy consumption will not exceed 12,910 tons of standard coal (in equivalent terms), of which 1,032 tons of standard coal is used for raw materials. The annual electricity consumption will not exceed 75.72 million kWh, while the natural gas consumption will not exceed 11.7348 million standard cubic meters ; For the air separation units in these projects (producing liquid oxygen, liquid nitrogen, liquid helium, and helium), the energy consumption per unit of product is no more than 0.384 tons of standard coal per 10,000 standard cubic meters; for the gas filling units (used for electronic gases), the energy consumption per unit of product is no more than 2.28 tons of standard coal per 10,000 standard cubic meters; and for the hydrogen production units, the energy consumption per unit of product is no more than 0.92 tons of standard coal per 10,000 standard cubic meters. After consideration, the following approval is given for the 50,000-ton capacity liquefied hydrocarbon terminal project in the Tsuen Wan port area of Huizhou Port: In order to better support the development of Huizhou’s petrochemical industry, meet the transportation needs related to liquefied hydrocarbons in the Daya Bay Petrochemical Industrial Park, and improve the overall service level of Huizhou Port, in accordance with the Administrative License Law and the Regulations on the Approval and Filing of Enterprise Investment Projects, the construction of this 50,000-ton capacity liquefied hydrocarbon terminal in the Tsuen Wan port area of Huizhou Port is approved (project code: 2020-441303-55-02-086420). The project owner is Huizhou Port Energy Terminal Investment Co., Ltd. (Unified Social Credit Code: 91441300675182519L). The total investment for this project is 586 million yuan, of which the project’s own capital accounts for 20% of the total investment and is funded by the project owner’s own funds; the remaining 80% of the funding is obtained through bank loans. The project is located on the southeast side of the Tsuen Wan operation area in the Tsuen Wan port area of Daya Bay, Huizhou City. It involves the construction of a 50,000-ton capacity liquefied hydrocarbon terminal berth (capable of accommodating 2 liquefied hydrocarbon vessels with a gross tonnage of 3,000 GT each at the same time). The designed annual handling capacity is 2.5 million tons; the length of the terminal is 280 meters, and it utilizes 310 meters of port shoreline. The pier adopts a pile foundation structure, with a working platform in the middle; two mooring piers are located at each end, and a causeway connects it to the land area behind it. The design bottom elevation at the dock front is -14.8 meters (measured from the local theoretical lowest tide level; the same applies hereafter), and the berthing water area at the dock front is 75 meters wide ; The designed bottom elevation of the circular water area is -14.4 meters, with a diameter of 460 meters. If construction has not commenced within 2 years from the date of the approval decision for the project or the decision to approve the changes, and an extension is required, Huizhou Port Energy Terminal Investment Co., Ltd. shall apply to the Provincial Development and Reform Commission for such an extension 30 working days before the expiration of the 2-year period. The start of construction can only be delayed once, for a maximum period of no more than 1 year. The main technical standards and construction plans adopted for Zhanjiang Zhonghe Chemical Co., Ltd.’s project involving the pretreatment of 75,000 tons per year of C5 feedstock for pyrolysis and the production of 6,000 tons per year of FFS resealable film bags meet the requirements of **relevant energy-saving regulations and policies; therefore, the energy-saving report for this project is approved in principle. The main construction components of the project include: the construction of a C5 pyrolysis production unit and four three-layer repackaging film production lines, along with the corresponding factory buildings, utility systems, and auxiliary production facilities. The project is designed with an annual processing capacity of 75,000 tons of C5 feedstock, enabling the production of 6,000 tons of FFS film packaging bags per year (equivalent to 40 million pieces). Project energy consumption and key energy efficiency indicators: After the project is put into operation, the annual comprehensive energy consumption will not exceed 21,546 tons of standard coal (equivalent value), of which the annual electricity consumption will not exceed 13.25 million kWh, and the consumption of 1.0MPa steam will not exceed 183,500 tons ; The comprehensive energy consumption per unit of C5 feedstock processed in this project is no more than 210.55 kilograms of standard oil per ton, while the comprehensive energy consumption per unit of FFS resealable packaging bags is no more than 54.81 kilograms of standard oil per ton.
