On April 20, the Beijing-Tianjin-Hebei High-End Electronic Chemicals Industrial Park began construction in the Cangzhou Lingang Economic and Technological Development Zone. It is reported that this industrial park is a specialty park that the Cangzhou Municipal Party Committee and Government are focusing on developing, with a planned area of around 800 mu. Leveraging the existing more than 20 electronic chemicals manufacturing enterprises in Cangzhou Lingang Economic Development Zone, as well as the high-quality resources of universities and research institutions such as Beijing University of Chemical Technology, efforts are being made to develop high-end products including photoresists and related reagents, electronic-grade specialty gases, silicon-carbon anode materials, wet electronic chemicals, and electronic packaging materials. It is expected that by the end of the 15th Five-Year Plan period, 25 projects with a total investment of 6.3 billion yuan will begin construction one after another, producing products such as electronic specialty gases, wet electronic chemicals, and electronic packaging materials. Once all are put into operation and reaching full capacity, it will generate an additional annual output value of 22.6 billion yuan. The industrial park will develop around the following 5 aspects: First, in terms of facility construction, it will actively integrate existing advantages such as the industrial foundation for electronic chemicals in the development zone, land planning, and basic infrastructure. By leveraging the scientific and technological resources of research institutions like Beijing University of Chemical Technology, it aims to become an important high-end industrial park for electronic chemicals in northern China ； Secondly, in terms of ensuring product supply, in line with **major strategic goals and the needs of coordinated development in the Beijing-Tianjin-Hebei region, efforts are being made to develop a range of key, urgently needed, and potentially valuable products such as photoresists, electronic specialty gases, and high-purity specialty reagents, thereby enhancing the industry’s competitiveness ； Third, in terms of technological innovation, a number of key technologies for greening, safety, and intelligence have been developed ； Fourth, in terms of enterprise development, it is necessary to foster domestic leaders and world-class specialized, innovative \"little giant\" enterprises ； Fifthly, in terms of clustered development, an innovative development system should be established with the high-end electronic chemicals industry as the core, featuring horizontal integration among various industries and cooperation between upstream and downstream enterprises, in order to enhance the overall competitiveness of the park. “The development of the high-end electronic chemicals industry in Cangzhou Lingang Economic Development Zone is in full alignment with the development direction of the chemical industry in Hebei Province. The opening of the industrial park is timely. ”Li Dong, deputy director of the Raw Materials Division at the Hebei Provincial Department of Industry and Information Technology, pointed out. Focusing on the development of industrial parks, Li Dong put forward three expectations: First, to set high goals and establish benchmarks for innovation-driven development, by focusing on key areas such as photoresists, electronic specialty gases, and wet electronics chemicals, enhancing collaborative innovation among industry, academia, and research institutions, breaking through core technical barriers, and establishing high-level R&D centers and talent hubs ； Secondly, it is necessary to emphasize a chain-based approach, establish a cluster development model, fully leverage the leading role of key enterprises, attract upstream and downstream supporting enterprises to gather together, and promote the deep integration of industrial chains, innovation chains, capital chains, and talent chains, thereby helping Cangzhou to develop into an electronic chemicals industry hub with national influence ； Third, it is necessary to maintain a green foundation, pursue safe and sustainable development, use intelligent and digital approaches to enhance the level of intrinsic safety, and drive low-carbon transformation through green manufacturing processes and a circular economy. The Hebei Provincial Department of Industry and Information Technology will provide full support for the construction of the industrial park, and will continue to support the high-quality development of the green chemical industry in Cangzhou City. Xu Liyong, general manager of Cangzhou Huayu Special Gases Co., Ltd., said that as one of the first companies to settle in the Beijing-Tianjin-Hebei High-End Electronic Chemicals Industrial Park, the company will make full use of its technical, production, and market advantages in the field of electronic special gases to actively contribute to the development of the park. On one hand, it will continue to explore innovative production methods for electronic special gases in order to improve product quality and provide higher-quality, more stable raw materials for the enterprises within the park. On the other hand, building on the existing industrial foundation, a comprehensive strategy is implemented around the electronic chemicals industry chain to develop a range of high-value-added products such as electronic-grade ethyl silicate, electronic-grade hydrogen chloride, and electronic-grade silica, thereby filling market gaps and improving the industrial ecosystem. On the opening day, Cangzhou Lingang Economic Development Zone signed a strategic cooperation agreement with the Engineering Research Center for the Preparation of High-Purity Chemicals for Integrated Circuits at Beijing University of Chemical Technology, affiliated with the Ministry of Education. Seven enterprises located in the Lingang Economic Development Zone entered into agreements with universities such as Beijing University of Chemical Technology, Tianjin University, and Hebei University of Technology to develop new products and technologies.
