Recently, the Shaanxi Provincial Department of Ecology and Environment issued a public notice regarding the acceptance of the environmental impact assessment report for the \"Epoxy Resin Integration Project (Phase I)\” carried out by Shaanxi Yueneng New Materials Co., Ltd. Project Name: Epoxide Resin Integrated Project (Phase I) of Shaanxi Yueneng New Materials Co., Ltd. Project Type: New construction. Developer: Shaanxi Yueneng New Materials Co., Ltd. Location: Jinjie Industrial Park, Yulin City, Shaanxi Province. Total project investment: 1,320,000 million yuan, of which 509,500 million yuan is allocated to environmental protection measures, accounting for 3.86% of the total investment. Land area: The total land area for this project is 105.89 hectares. Construction contents: The main construction elements include an 80-ton/year DMTP plant, a 100,000-ton/year chloropropene plant, a 100,000-ton/year epichlorohydrin plant (which uses the technology of direct oxidation of chloropropene using liquid-solid circulating hydrogen peroxide, representing the first industrial demonstration and application of this technology), a 200,000-ton/year hydrogen peroxide plant, a 300,000-ton/year isopropylbenzene plant, a 350,000-ton/year phenol plant, a 240,000-ton/year bisphenol A plant, a 250,000-ton/year epoxy resin plant, a 50,000-ton/year EPDM rubber plant, a 100,000-ton/year POE2 plant, a 100,000-ton/year waste salt utilization plant, as well as power stations and other production facilities along with supporting auxiliary systems. Shaanxi Yulin Energy Group Co., Ltd. is a wholly state-owned enterprise established with the approval of the Shaanxi Provincial People’s Government and funded by the Yulin Municipal People’s Government. Shaanxi Yueneng New Materials Co., Ltd. is a wholly-owned subsidiary of Shaanxi Yulin Energy Group, and was established in November 2023. Taking into account the existing coal-based methanol industry and chlor-alkali industry in the Jianlin area, industrial demonstrations and applications of the dimethylterephthalate (DMTP) technology and the solid-liquid circulating fluidized bed process for the epoxidation of chloropropene to produce epichlorohydrin are carried out, thereby utilizing coal-based methanol, benzene, chlorine, and caustic soda to manufacture high-value epoxy resins and advanced polyolefin products. In the Jinjie Industrial Park of Shenmu City, the first integrated epoxy resin production project using coal-based methanol as a raw material is being established, with the aim of filling the gap in the epoxy resin industry in the western region and creating a green, low-carbon industrial chain that integrates coal chemical processing with chlor-alkali chemical manufacturing. Through such integrated development, efforts will be made to extend, supplement, and strengthen this industrial chain, thereby promoting the integration and upgrading of industries within the park.
