Private petrochemical enterprises have broad prospects for development. On November 25, at the 2025 China Petroleum and Chemical Private Economy High-Quality Development Conference held in Tianjin, Wang Jingmin, Secretary-General of the Small and Medium Enterprises Working Committee of the China Petroleum and Chemical Industry Federation (referred to as CPICF), released the \"2025 Report on the Development of Private Petrochemical Enterprises in China\" (hereinafter referred to as the \"Report\"). The Report states that private oil and chemical enterprises enjoy broad development prospects in the new era, while also facing the internal demands for transformation and upgrading. According to statistics compiled by Sinopec, among the top 100 private enterprises in the petroleum and chemical industry in 2024, 57 had annual revenues of over 10 billion yuan ; The top 100 private enterprises in the oil and chemical industry generated revenue of 5.67 trillion yuan, accounting for 34.8% of the total revenue in this sector ; Operating revenue, total exports, R&D investment, and the number of employees all increased, while total profit, total assets, and total tax payments showed a downward trend. The Report believes that private petrochemical enterprises are facing development opportunities. First, a **comprehensive set of measures** has been introduced to support the private economy; the plans for the 15th Five-Year Period recommend integrating the development of the private sector into the overall framework of modernization efforts, with relevant laws and policies being continuously implemented to achieve tangible results. Secondly, private petrochemical enterprises are building the \"hard capabilities\" needed for innovative development, gradually shifting from traditional processing to areas such as high-end chemicals, new materials, and green energy. Thirdly, digital and intelligent technologies are generating new momentum for the petrochemical industry; digital intelligence technologies such as artificial intelligence, big data, and the industrial Internet are helping private petrochemical enterprises achieve innovative breakthroughs in their transformation and upgrading processes. The Report also warns that the high-quality development of the private sector in the petrochemical industry faces risk challenges stemming from the new international market and technological environment. On the one hand, the trend of anti-globalization has risen in recent years ; On the other hand, as a new round of technological revolution and industrial transformation unfold simultaneously, the rapid advancement of digital intelligence technologies has, to some extent, impacted the production and operations of traditional private petrochemical enterprises. In this regard, the Report suggests that, in terms of strategic guidance, private petrochemical enterprises should seize strategic opportunities, maintain confidence in development, focus on improving their core capabilities, address risks and challenges through high-quality development, and plan for the future from an international perspective ; In terms of policy support, private petrochemical enterprises should take advantage of favorable policies to actively integrate into the **modern industrial system, increase investment in basic research, overcome key core technologies, and foster new forms of productive capacity ; In terms of path selection, private petrochemical enterprises should rely on both the reduction of competitive intensification and green transformation as driving forces to break free from the constraints posed by such intensification and shift toward value-based competition; at the same time, they should embrace green principles and focus on energy conservation and carbon reduction. “Starting from a new foundation and embarking on a new journey, private petrochemical enterprises must not only maintain confidence and enhance their capabilities in order to address changes through high-quality development, but also actively integrate into the **development strategy, fostering new forms of productive capacity through innovation, so as to make greater contributions to the construction of modernization in the Chinese style. ”Wang Jingmin said.
