Shaft seal heater

I’m posting on my phone and don’t know which section to use. An additional turbine has been added; I’m not quite clear about the shaft seal heater. I also searched on Baidu a lot; I know what it does, but I don’t know how it does it. How is its slight negative pressure created? Cooling water is used to lower the temperature, so why is steam being added again? Why heat the condensate water?
It is an shaft seal cooler. Standard equipped on back-pressure steam turbines!

The steam that enters is the power steam used in the ejector to draw out the leaking steam from both ends of the turbine. The extracted vapor is condensed by cooling water in the cooler and then removed.
