Technical requirement clauses for drum blowers

Why do the technical specifications for drum blowers require that the product of the rated power (in kW) and the rated speed (in r/min) be less than 2,013,400? Is the product of the bearing’s inner diameter (in mm) and its rated speed (in r/min) less than 200,000? I would like to ask the experts: what are the sources for the standardization of these terms and what are the reasons behind their design? Thank you all :)

This requirement was not found in JB/T7258 for general-purpose centrifugal blowers!
