In order to put an end to "going through the motions" inspections and in conjunction with the latest special equipment safety supervision requirements, the required inspection contents will be comprehensively upgraded. The following is an in-depth physical examination list that includes 5 major dimensions and 20 core checkpoints. Please be sure to check them one by one and cancel your account one by one! 1. Management system and personnel qualifications (system defense line) 1. Safety management system and energy-saving management Whether the special equipment safety and energy-saving management system and operating procedures have been established and improved, and the position safety responsibility system has been clearly defined. Check the relevant accounts to verify whether the company has implemented relevant requirements while ensuring the safe operation of equipment, and ensure that the system is not only hung on the wall, but also implemented in daily operations. Please refer to TSG 08-2016 "Special Equipment Usage Management Rules" for the content of safety management and energy saving systems and operating procedures. 2. Implement “Order No. 74””: Daily control, weekly inspection, monthly dispatch and daily control: Whether the safety officer fills in the "Daily Hoisting Machinery Safety Inspection Record" every day ; Weekly inspection: Does the security director organize risk inspections every week? ; monthly schedule: Whether the person in charge listens to reports every month and forms the "Minutes of the Monthly Hoisting Machinery Safety Scheduling Meeting". Ensure that the three-level management mechanism is truly operating, rather than filling in records. 3. Appointment and performance of safety directors and safety officers. Whether a sufficient number of lifting machinery safety directors and safety officers are deployed as required, and appointment documents are officially issued. Conduct on-site spot checks on safety directors and safety officers to ask them whether they understand their job responsibilities (such as stopping violations, organizing training, reporting hidden dangers, etc.), and verify whether they have the corresponding safety management capabilities and professional knowledge. 4. Use the “ID Card” and “Physical Examination Report” to verify whether the use registration has been completed, and hang the “Special Equipment Use Mark” in a prominent position of the equipment. Check whether the equipment is within the validity period of periodic inspection. It is strictly prohibited to use equipment that has not been inspected or failed to pass the inspection. 5. Whether the crane driver (Q2) and crane commander (Q1) hold a valid "Special Equipment Operator Certificate" when working with a certificate to ensure that the certificate is unified and within the validity period of the review. Special operators in the construction field such as tower cranes and construction lifts must have corresponding qualification certificates issued by the housing and construction department. Exempt from legal license holders: According to the "Assessment Rules for Special Equipment Operators", personnel engaged in hoisting machinery rigging operations, ground operations, remote control operations, as well as drivers of mast cranes and mechanical parking equipment do not need to obtain * * Unified "Special Equipment Operator Certificate". Whether the above-mentioned operators have received pre-job safety training and skills briefing as required, and established complete training and management files to ensure that relevant personnel have the necessary safe operation capabilities.
2. Key safety devices (core life-saving items) 6. "Double insurance" of the limit device. Focus on testing the rising limit position limiter (height limit) and the operating stroke limiter. Especially for bridge and gantry cranes, it is necessary to ensure that the requirements for "double limit" devices are met (that is, the installation of two different forms of height limit devices). At the same time, the lifting weight limiter (or torque limiter) must be sensitive and accurate, and overload operations are strictly prohibited. 7. Effectiveness of the emergency stop switch. When the emergency stop switch is pressed on the operating platform, the equipment must be able to immediately cut off power and stop all operating actions. The switch cannot be automatically reset and must be restored manually. This is the last electronic line of defense in emergencies. 8. Hook anti-detachment device. Carefully check whether the hook's locking device (anti-detachment pawl) is intact and effective, and whether it can prevent the wire rope or rigging from accidentally slipping off. This is a key component in preventing heavy objects from falling, but is often the most overlooked. 9. Sound and light alarms and warning signs Check whether the warning bell and sound and light alarm devices can work normally when the equipment is running to remind surrounding people to avoid them. At the same time, clear signs of the rated lifting capacity (or rated lifting moment) and necessary safety precautions must be posted on the equipment. 3. Metal structure and mechanical components (hardware health) 10. The stability of the metal structure: Comprehensively check the main stress-bearing components such as the main beam, outriggers, and standard sections of the crane to see if there is any obvious deformation, cracking, or severe corrosion. Pay special attention to the high-strength bolts, pins, welds and other connecting parts. They must be firm and not loose, and structural cracks are strictly prohibited. 11. The "health condition" of the steel wire rope. Observe whether there are broken wires, broken strands, severe corrosion, flattening or kinking deformation in the steel wire rope. Check the lubrication condition of the wire rope. Once the wire rope is worn or broken and reaches the scrap standard, it must be replaced immediately and it must not be operated while it is sick. 12. Reliability of the braking system The braking system is the key to preventing heavy objects from falling. Check the brakes of the hoisting mechanism, luffing mechanism and running mechanism to see if the pad wear exceeds the standard and whether there are cracks on the surface of the brake wheel. In actual operation, the brake must respond quickly without abnormal high temperature or abnormal noise to ensure that the hanging object can stop stably. 13. Check the status of the pulley and drum. Check whether the pulley has cracks or rim damage, and whether the anti-skipping device is effective. The wire ropes on the drum should be arranged neatly without any rope chaos, and at least 3 safety turns should be retained on the drum.
4. Electrical and hydraulic systems (power and control) 14. Electrical lines and grounding protection Check whether the cable insulation layer is damaged or aged, and whether the contacts of electrical components are ablated. Confirm whether the sliding wire is equipped with special grounding protection and whether the control cabinet is clean and free of debris. For outdoor cranes, it is also necessary to check whether the lightning protection grounding device is standardized and reliable. 15. The control system and controller check whether the controller handle of each mechanism is flexible and whether the zero position protection is effective. Button stations should be clearly marked and emergency stop buttons within easy reach. It is strictly prohibited for the controller handle to get stuck or not return properly. 16. Hydraulic system sealing For cranes that use hydraulic transmission (such as truck cranes and crawler cranes), it is necessary to focus on checking whether there is oil leakage at the hydraulic pumps, cylinders, valve groups and pipe joints. The pressure gauge reading of the hydraulic system should be accurate and stable without violent fluctuations. 17. Lighting and sight protection Check whether the window glass of the cab is intact (tempered glass should be used) and whether anti-slip measures are taken on the floor. When operating at night, the crane's headlights, obstacle lights and ground lighting facilities must be bright enough to ensure the driver's clear vision.
5. Operating environment and ancillary facilities (external support) 18. Tracks, wheels and operating environment Check whether the running tracks of the cart and trolley are straight, whether the plate bolts are loose, and whether stops (car stops) and buffers are installed at the end of the track. Check whether the wheel rim is severely worn, and whether there is rail gnawing, slippage or abnormal vibration during operation. At the same time, comprehensively assess the working area environment: Check whether there are any obstacles blocking the operating area of the lifting machinery and whether the distance between high-voltage lines complies with safety regulations. ; Check whether the ground bearing capacity meets the operating requirements of heavy cranes (such as truck cranes) and whether sufficient sleepers or steel plates are laid under the outriggers. 19. Windproof and anti-skid devices (outdoor equipment) For gantry and tower cranes working in the open air, it is necessary to check whether windproof facilities such as rail clamps, anchoring devices or iron shoes are complete and in good condition. These devices are key to preventing cranes from overturning before encountering extreme weather conditions such as strong winds. 20. Passage and platform safety check whether the ladders and walking platforms leading to the crane cab and maintenance platform are firm, whether the height of the guardrails meets the standards (usually not less than 1.05 meters), and whether the skirting boards are set in place to prevent people from falling from high altitudes or tools from falling and injuring people.
