A 470-ton boiler developed a dry-fire condition during operation; how can we verify that it can be used again?
This needs to be evaluated by a boiler plant or boiler manufacturer
Take it to a pot inspection agency for testing to determine whether it can be used. And let them know it has been dried out.
Specifically, how long does it continue to burn after being placed in the hot pot? What is the volume of water below the lowest visible water level in the boiler? What was the load at that time?

Dry burning occurs when the water level in the boiler’s drum becomes critically low during operation; if no water can be obtained from the drum after the boiler is shut down due to dry burning, it indicates a severe lack of water. Under such circumstances, it is absolutely forbidden to add water, as this will subject the water wall and the drum to excessive thermal stress. In severe cases, the water wall may burst on a large scale, and the drum could deform or even explode. If the boiler is shut down in accordance with the prescribed emergency shutdown procedures after dry burning, a thorough inspection of the water wall, steam drum, and even the superheaters is required after cooling: it is necessary to check whether the tubes in the water wall and superheaters have been overheated or become enlarged; those that show excessive enlargement must be replaced. The inspection of the steam drum should also be comprehensive, including measuring any excessive longitudinal or transverse deformation, as well as checking for cracks in the internal welds. If signs of overheating are detected, a metallographic examination is also necessary. Of course, random metallographic inspections of the overheated tubes are essential as well, using an electron microscope to examine changes in the metal’s microstructure, such as whether the degree of pearlite spheroidization meets the specified standards. The issues identified during the aforementioned inspections must be addressed in accordance with the relevant regulations, primarily through replacement. After these repairs are completed, the boiler must undergo a hydrostatic test at 1.25 times its operating pressure; it can only be put into use and resumed operation once the test is successful.
The liquid level is gone; it’s necessary to determine whether there is still water present. It’s not a serious issue in the short term, and the boiler inspection agency will confirm this for you.
