The natural gas cylinder is evacuated before filling; what level of vacuum is considered acceptable?

Article 30, Point 4 of TSG R0009-2009: It is strictly prohibited to fill gases into \"new cylinders or cylinders that have been inspected regularly and are being filled for the first time, without undergoing purification or vacuuming processes\". It is not specified here how many qualified ones need to be drawn? The company’s chief engineer asked about this issue last time; how can one give a well-founded answer? GB 24162-2009 specifies the requirement for vacuuming (replacement with nitrogen is also acceptable), but it does not state what level is considered satisfactory. Isn’t this standard not very rigorous? When evacuating, it’s impossible to reach -0.1 MPa under any circumstances.
