May I ask everyone: Why are low-temperature three-way ball valves installed on LNG low-temperature storage tanks to connect the two low-temperature safety valves? What is its special function? As shown in the black circle in the figure

One in standby and one in use: the three-way ball valve is of L-type design. When one safety valve activates and needs to be repaired or recalibrated and removed, the L-type three-way ball valve switches to the other safety valve.
The tee is equipped with valves that allow for online switching, enabling online maintenance
If it’s not for backup, can’t we just install one?

If it’s just one in use and one as a backup, I won’t use the backup – is it okay to use just one? Are there any regulations or standards regarding this?
