Which formula should be used to calculate the thickness of a blind plate?

Regarding the leak sealing incident that occurred under pressure in the deaerator of HuanDian Pucheng Power Plant, the accident investigation report prepared by Xi’an Thermal Power Institute indicated that the weld joints between the pipe seats provided for the deaerator and the blind flanges were not fully welded, and the thickness of the blind flanges was insufficient. I checked Appendix D, section D.4 of GB150.3-2011, and found that the designs there require full welding. So which formula should be used to calculate the thickness of the blind flanges?
Blind plates are calculated as flat covers, in accordance with formula 5.9.3 in GB150.3.
