Composite plates for low-temperature pressure vessels

For low-temperature pressure vessel shells, can composite steel plates made of low-temperature steel and stainless steel be used as the shell? For example, the 09MnNiDR composite 304 standard does not state either that it is not allowed or that it is allowed; is it actually used in engineering applications?
I’m not sure what the design temperature of your container is. If it’s lined with 09MnNiDR stainless steel, does that ensure that the external 09MnNiDR material remains at a temperature above freezing? Heat transfer through steel must be very fast, right? Stainless steel is generally used as a lining for corrosion prevention.
