Why do the outer diameter and nominal diameter of many pressure vessels differ, when the nominal diameter is always an integer?
The nominal diameter, which is the inner diameter, is usually an integer; when the wall thickness is added to it to get the outer diameter, this value is often not an integer.
The nominal diameter generally refers to the inner diameter.
For cylinders, it is generally the inner diameter; for pipes, it is usually the outer diameter

You’re overthinking it; all I’m thinking is that the outer diameter minus twice the wall thickness doesn’t seem to match the nominal diameter
