It hasn’t been put into operation yet; when pressurizing the water storage tank, the contractors forgot to turn off the water supply, and the entire bottom of the tank bulged up from its base. How is this kind of situation usually handled? Thank you, expert

I need to describe what kind of tank it is. If it has a flat bottom, the bottom part can be reinforced, and the cylinder body as well as the bottom plate can be strengthened with gusset plates; if it has an elliptical shape, then a different type of end cap is required.
According to the owner’s description, this tank should be a pressure tank; normal-pressure tanks usually have pressure relief vents and viewing ports, but the tank in question likely lacks such features. It depends on the size of the tank – if it’s small, it should be rebuilt; if it’s large, the bottom plate needs to be replaced
Is it possible that there is a problem with the quality of the steel plate?
The bottom plate deforms under compression; in severe cases, the material may yield and fail, in which case the bottom plate needs to be replaced.
It should be a tank with a flat-bottomed arch or cone-shaped roof, right? It should be fine; relieve the pressure and see if the deformation of the bottom plate can be reversed. Generally, it can be restored.
For ordinary vertical dome-shaped storage tanks of this kind, they can recover to some extent after waterproofing and pressure relief; if that doesn’t work, part of them has to be cut open.
Just make a new small container; for the large container, it depends on the situation – you can choose to cut it open and replace the bulged part.
It should be a flat-bottomed tank; it’s not easy to shape. This phenomenon is also common; it’s just a matter of the degree of swelling. It would be better if the bottom plate had a slope (higher in the middle and lower around the edges).
At normal pressure, the tank shouldn’t be much affected; I think it can still be used, as the bulges increase its strength
