However, even experts might fail in national exams, as the examiners set questions subjectively, and there have been cases where beginners passed while experts failed； The pass rates for certificates A and D across the country should be similar; the difference lies in the scope of practice, not in technical competence. By looking at the national pass rates over the years, one can easily understand this ； 3. This certificate isn’t very useful; people with certificates still starve to death these days.
