CCIEA Document No. 4: Relevant parties – In order to meet the needs of the pressure equipment manufacturing industry, to enhance the capabilities of welding responsibility engineers in these companies, and to ensure quality control within their welding processes, the China Chemical Equipment Association has decided to hold the 36th training and assessment course for welding responsibility engineers in pressure equipment manufacturing units from June 17 to June 23, 2021, in Huangshan City, Anhui Province. The relevant details are as follows: 1. Registration method (either of the two methods can be used): 1) To register, please visit the website of the China Chemical Equipment Association (www.cciea.com) and submit the required registration documents. The deadline for registration is May 31, 2021. 2. Please send the training assessment application form (see Attachment 1) along with electronic scans of other required documents for those who wish to take the training assessment, to the email address cciea1989@163.com. The deadline for registration is May 31, 2021. II. Basic Requirements for Application According to TSG 07-2019 \"Rules for Licensing Production and Filling Units of Special Equipment\", along with Annex B \"Licensing Requirements for Boiler Production Units\", Annex C \"Licensing Requirements for Pressure Vessel Production Units and Mobile Pressure Vessel Filling Units\", Annex D \"Licensing Requirements for Gas Cylinder Production and Filling Units\", Annex E \"Licensing Requirements for Pressure Pipeline Production Units\", and Annex F \"Licensing Requirements for Safety Component Production Units\", the following are the requirements regarding the personnel involved in the quality assurance system: 1. For welding responsibility engineers in pressure vessel manufacturing units of grades A1 and A6, such positions must be filled by individuals who work in technical or technical management roles within the company, hold a bachelor’s degree or higher in a welding-related field (such as materials or mechanical engineering), and possess a senior engineer title or higher. 2. For manufacturing units of pressure vessels rated at A2, A3, C1, and C2 levels, the welding responsibility engineer must be a person who works within the unit in areas related to pressure vessel technology or technical management, and who holds a bachelor’s degree or higher in a welding-related field (such as materials or mechanical engineering) as well as an engineering title or higher. 3. For manufacturing units of pressure vessels of grades A5, B, and C3, the welding responsibility engineer must be a person who works within the unit in areas related to pressure vessel technology or technical management, holds a degree in a welding-related field (such as materials or mechanical engineering), and possesses an engineering title or higher. 4. For manufacturing units of A4 and D-class pressure vessels, the welding responsibility engineer must be a person who works within the unit in pressure vessel technology or technical management, holds a degree in a welding-related field (such as materials or mechanical engineering), and possesses a technical title of assistant engineer or higher. 5. The welding responsibility engineer at the manufacturing unit of pressure pipeline components must be a person from that same unit who is engaged in quality management, holds a degree in a welding-related field (such as materials or mechanical engineering), and has an technical title of assistant engineer or higher. 6. The welding responsibility engineer for pressure pipeline installation units must be a person from the same unit who is engaged in quality management, holds a degree in a welding-related field (such as materials or mechanical engineering), and possesses an technical title of assistant engineer or above. 7. The welding responsibility engineer at the manufacturer of safety accessories must be a person from the same company who is engaged in quality management, holds a degree in a welding-related field (such as materials or mechanical engineering), and has an engineering title or higher. 8. The welding responsibility engineer at the boiler manufacturing unit must be someone from within the company who is involved in quality management and holds a degree in a welding-related field (such as materials or mechanical engineering). For Class A boilers, this role should be filled by a person with an engineering title or higher. 9. In the absence of the corresponding engineering technical title, one must possess the appropriate academic degree in science or engineering as well as the required number of years of experience in technical work, in accordance with Table 2-1 in TSG 07-2019 \"Rules for Licensing Production and Filling Units of Special Equipment\". III. Application Materials for Participants 1. Application form (see Attachment 1 for a sample; attach a one-inch bareheaded photo to the form and affix the official seal of the organization. All applicants shall submit the application form to the organizing committee upon registration for the training course). Please fill in the work experience section of the application form in detail, with a length of no less than 300 words (a separate work resume can be attached). 2. Applicant’s professional title certificate (to be uploaded during online registration) ; 3. Applicant’s academic certificate (to be uploaded during online registration) ; 4. When registering online and entering personal information, the applicant should input the original certificate number ; 5. One recent one-inch color photo with a white background and no hat, showing the applicant’s face (write the name on the back of the photo; it will be used to prepare the certificate. Please submit this single photo on the day of registration for the training course) ; 6. The unit’s special equipment production license (to be uploaded during online registration) ; 7. The individual application level shall be filled in according to the manufacturing, component fabrication, and installation levels for pressure vessels in their respective units, and it shall be entered as per the corresponding new licensing level specified in TSG 07-2019 \"Rules for Licensing of Special Equipment Production and Filling Units\" ; 8. Units applying for a special equipment production license for the first time or for adding additional items must attach a copy of the application form for a special equipment production license or a copy of the decision approving the acceptance of such an application. 9. Units that intend to obtain a special equipment production license or add additional items should attach a letter from their organization, stating the level and scope of the license being applied for, as well as providing details on the progress of work and the timeline. IV. Training and Assessment Requirements 1. Lectures on the quality assurance system for pressure equipment manufacturing will be given by representatives from the China Chemical Equipment Association ; Regulations, codes, and standards related to pressure equipment ; Welding quality control system for pressure equipment manufacturing ; Optimized combination of process evaluations and case analysis ; Welding process development and related matters ; Detailed rules for the assessment of welders working on special equipment; Welding materials and standards for pressure-bearing equipment ; Rules for the welding procedure qualification of pressure equipment, etc. 2. Open-book exam. The reference materials include \"Practical Tutorial on the Establishment and Implementation of Quality Assurance Systems for Pressure Vessel Manufacturing\", \"Guidelines for the Evaluation of Welding Processes for Pressure Vessels\", and \"Training Materials for Engineers Responsible for Welding and Heat Treatment\" (these three books are distributed at the training courses). Participants are also requested to bring with them relevant standards such as the \"Safety Law of the People’s Republic of China on Special Equipment\", the \"Regulations on the Safety Supervision of Special Equipment\" (2009 edition), TSG 21-2016 \"Safety Technical Supervision Regulations for Fixed Pressure Vessels\", TSG 07-2019 \"Rules for Licensing Production and Filling Units of Special Equipment\", GB/T 150.1–4-2011 \"Pressure Vessels\", GB/T 151-2014 \"Heat Exchangers\", TSG Z6002-2010 \"Detailed Rules for Assessing Welders of Special Equipment\", NB/T 47014-2011 \"Evaluation of Welding Processes for Pressure Equipment\", NB/T 47015-2011 \"Welding Procedures for Pressure Vessels\", NB/T 47016-2011 \"Mechanical Property Testing of Welded Samples of Pressure Equipment Products\", NB/T 47018.1–5-2017, and NB/T 47018.6–7-2011 \"Technical Requirements for Ordering Welding Materials for Pressure Equipment\". 3. Defense: A defense is conducted on the candidate’s knowledge of welding quality management and control for pressure equipment, relevant regulations and standards, as well as basic professional knowledge of pressure vessels. 4. Those candidates who meet the basic requirements, possess the necessary theoretical knowledge, and have an adequate level of skill in welding quality management will be granted approval by our association, which will issue them a certificate of qualification. V. Training fees and requirements: 1. Each trainee shall pay a training fee of 2,880 yuan (covering costs for training, conference arrangements, assessments, textbooks, etc.), with an invoice issued by the China Chemical Equipment Association. Participants can transfer the training fee to the association’s account in advance. Payments on-site are accepted only in cash. 2. Members of the China Chemical Equipment Association can receive a discount of 200 yuan per person on the training fee, provided they present a copy of the payment receipt for their membership fees for the year 2020. 3. Accommodation will be arranged by the organizing committee; participants are responsible for the costs. Accommodation fees are to be paid in cash, with no card payment or transfer options available. Invoices will be issued by Huangshan Huishang International Hotel. VI. Guidelines for Registration in Both Welding and Heat Treatment Courses: The welding training and assessment course is conducted simultaneously with the ninth phase of training and assessment for heat treatment engineers. Participants can enroll in the heat treatment engineer training and assessment program on top of the welding engineer training and assessment program; accordingly, additional assessment topics and time will be included in the theoretical exams and defense tests. A total training fee of 3,380 yuan was charged for the two training sessions. If a student applies for both welding and heat treatment, they must fill in the applications for each of these two areas separately at the time of registration. VII.
