Is the weld pad between the straight edge of the air storage tank head and the tank body welded off afterward?

Factories manufacture air storage tanks, which are considered pressure vessels. The straight edges of the end caps are welded to the tank body using single-sided grooves, with gussets placed on the back side. After welding is complete, does it need to be possible to cut out those gussets? Please give me some advice. Thank you! !
This is single-sided welding with a backing plate; the backing plate cannot be removed
If it’s not cut off, does it need to be welded around the entire perimeter of the backing plate?
