Does a vertical natural gas filter need a safety valve?

Natural gas vertical filters are classified as Category II pressure vessels and require supervision and inspection; safety valves are supposed to be installed on them. Why are there so few safety valves actually installed on the cylinders of vertical filters? Neither the samples nor the specifications specify the manufacturing standards for vertical filters. If they are manufactured in accordance with GB150, then why are safety valves hardly visible on the actual products?
The device itself doesn’t have one, but its inlet and outlet pipes must be equipped with safety valves or relief valves for interlocked venting.
If safety relief devices are installed on the inlet and outlet process pipelines, it may not be necessary to install them on the equipment as well.
