The equipment production licensing projects, special equipment operators and inspection and testing personnel qualification projects have been streamlined and integrated, and the "Special Equipment Production Unit Licensing Catalog" (Annex 1), "Special Equipment Operator Qualification Categories and Projects" (Annex 2), and "Special Equipment Inspection and Testing Personnel Qualification Projects" (Annex 3) have been formulated. The above catalog and projects will be implemented from June 1, 2019. According to the provisions of the "Special Equipment Manufacturing Unit License Catalog" in the announcement, the design license of the pressure vessel manufacturing unit is included in the manufacturing license (except for the analysis and design of pressure vessels), and is noted on the manufacturing license. A pressure vessel manufacturing unit does not need to obtain a separate design license when designing the pressure vessels manufactured by the unit. ； Pressure vessel manufacturing units without design capabilities shall subcontract the design to design units holding corresponding design licenses. The definition of design capabilities still follows the provisions of the original design licensing rules (including the total number of designers, the number of certified personnel, etc.). In recent years, it has been emphasized that design approval personnel may no longer need to hold licenses and only need to have the corresponding design approval capabilities! Previously, the assessment of design approval ability was actually conducted when obtaining the "Company Design Qualification". First of all, the manufacturing unit must indicate whether it wants to apply for design qualification when applying. If it applies, experts from the review team must evaluate whether it has design capabilities on site. If the manufacturing unit does not apply for a design, the pressure vessel design will not be included in the issuance of the certificate.

The implication is that the manufacturing unit can design its own container, and by the way, the things connected to the container, such as steam pipes, can be designed and installed.
The manufacturing license needs to be certified and renewed, so that when the review team comes to the company, it will directly assess whether it meets the design qualification requirements.
I still don’t understand. If a manufacturing unit designs and manufactures by itself, it does not need qualifications. Then what if a unit with manufacturing qualifications completes the design and manufactures it by other units? What about design institutes and other units that only do design?
personal understanding: 1. There is no separate design certificate. In the existing combined manufacturing certificate, the manufacturing certificate indicates whether the design is included. 2. If you obtain a new manufacturing certificate, you must indicate in advance whether you need a design certificate. If so, obtain the certificate together instead of obtaining a separate manufacturing certificate. 3. If the manufacturing certificate includes a design certificate, you can design and manufacture it yourself. External design is also possible. 4. If the manufacturing certificate does not include a design certificate, the design needs to be outsourced.
