Do personnel responsible for the annual inspection of pressure vessels within a company need any special certifications?

The “Regulations on Safety Technical Inspections for Fixed Pressure Vessels” state that: “The annual inspection can be carried out by safety management personnel of the unit that uses the pressure vessel, in conjunction with professionally trained workers.” Does this refer to professional training organized by the safety management personnel within the unit? It’s still related to professional training for obtaining a certificate for operating pressure vessels; I’m seeking guidance from those who are more experienced.
No official explanation has been provided yet; the permit for working with fixed pressure vessels was abolished starting in June this year.
The safety management certificate for pressure vessels has not been revoked; one still needs to obtain it.
