Seeking advice on the design of steel plate silos and storage tanks; experts, please help

I would like to ask an expert a question regarding design: It is a vertical storage tank used for storing sand, with a density of 1.8. The diameter of the tank is 19 meters and its height is 20 meters. The tank walls are constructed using 10 layers of steel plates, each 2 meters wide. Reinforcement is provided using 14A channel steel at each horizontal joint around the tank wall. The client prefers a cost-effective solution – what thickness should each layer of steel plate have? What type of steel should be used? Is it necessary to include vertical rebar inside the tank? I would be extremely grateful for any professional advice
For the economy aspect, just fill the greenhouses with sand. It’s not a hazardous chemical

Coal silos are mostly built of concrete. Steel silos are very, very rare
Filling the tank with sand is not very economical, and vertical rebar is pointless. 12 mm at the bottom of the steel plate, and 6 mm at the top is sufficient.
This condition seems to be similar to that of the sand and cement silos in a ready-mixed concrete plant
