What is that white substance at the weld?

I went to the construction site to learn*, and I noticed a white, lime-like substance at one of the welds on a container. Could someone please explain what it is? The picture is shown below:

The anti-splash coating should be applied before welding; it’s clear from the picture that it was applied after welding, so it’s likely kerosene that is leaking
The answer on the 2nd floor is correct. Some also mentioned the need to prevent welding spatter; yet the equipment is already installed, so there’s no need for protection against welding spatter – it’s obviously something that should be applied after installation
