Article 54: Units that produce, operate, or use special equipment shall, in accordance with the requirements of safety technical specifications, provide special equipment-related documents and the necessary conditions for inspection and testing to the special equipment inspection and testing agencies and their inspectors and testers, and be responsible for the authenticity of such documents. Interpretation of the provision: This article deals with the requirements regarding production, operation, and use entities of special equipment to cooperate with special equipment inspection and testing agencies in carrying out relevant inspection and testing activities on such equipment. When special equipment manufacturing units are subject to supervision inspections of the production process carried out by inspection agencies, they shall promptly provide documents such as design, manufacturing, and factory inspection records for the special equipment. To facilitate the inspection work of the inspectors from these agencies, the manufacturing units should provide them with the necessary conditions at the production site, such as office space and essential office supplies, in order to ensure the quality of the inspection work and improve its efficiency. In accordance with the provisions of Articles 21 and 35 of this Law, special equipment manufacturing units shall, at the time of delivering the special equipment, attach relevant technical materials and documents such as design documents required by the safety technical specifications, product quality certification, instructions for installation, use, and maintenance, as well as inspection and supervision certificates; special equipment user units shall establish safety technical records for such equipment. Various self-inspection records, reports, and documents provided by production, operation, and usage units in accordance with the requirements of safety technical specifications must be accurate and reliable. The entity that provides the information shall be held responsible if false information leads to incorrect judgments by the inspection and testing agencies and their personnel. Furthermore, when entities responsible for the production, operation, or use of special equipment entrust testing agencies to carry out inspections or conduct inspections on their own, they must also provide the conditions necessary for such testing and inspection activities. When conducting regular inspections for special equipment, it is necessary to carry out all the necessary supporting tasks related to such inspections. This includes cleaning and replacing the equipment before the inspection, as well as implementing safety measures such as those required for work at heights, handling of toxic or flammable substances, and the use of testing instruments for such materials. If welding is required, the relevant procedures must be followed.
