Are the shims used for equipment installation generally provided by Party A or Party B?

Are the shims used for equipment installation (angled shims, flat shims) generally provided by Party A (the project owner) or Party B (the construction contractor)? Are shims considered installation auxiliary materials? Are there standards or specifications that specify who generally supplies them?
There are no regulations or standards specifying who must provide such materials. For small-scale installations, it is in accordance with the terms of the contract ； Large-scale construction is handled by the general contractor; the developer does not get involved in such minor issues.
If the contract does not specify this, Party A generally will not get involved in such matters; it will only require you to complete the work, and ultimately it is up to Party B to find a solution on its own
