Is the DN250 handhole flange cover the main pressure-bearing element?

As the title suggests, is the DN250 flange cover the main compressive element? Given that the medium is highly hazardous, should a forged part or a sheet metal part be used for the flange cover?
Clause 1.6.1.(3) of the standard TSG21-2016 specifies that the main pressure-bearing components within a pressure vessel include shell sections (including reducers), spherical shell plates, shell plates of non-spherical vessels, end caps, flat lids, expansion joints, equipment flanges, the tube sheets and heat exchange tubes of heat exchangers, studs of grade M36 or higher (including M36), as well as pipe fittings and pipe flanges with a nominal diameter of 250 mm or more. If standard handholes are used (e.g., HG/T21531.HG/T21532), the material for the flange cover shall be selected according to the standard specification sheet.

TSG21-2016 does not specify that the main pressure-bearing components include the cover of DN250, but our company also treats it as a main pressure-bearing component
