Regarding the supervision and inspection of pressure pipelines

According to 1.2.2 of TSG D7006-2020 \"Rules for the Supervision and Inspection of Pressure Piping\", these rules apply to the supervision and inspection of the construction processes of pressure piping (long-distance pipelines, utility pipelines, and industrial pipelines) within the scope specified in the \"Catalogue of Special Equipment\": (1) Installation process； (2) The process of modification or major repair (excluding the pipeline construction process for emergency repairs) (Note 1-4), in which the total length of pipelines carrying the same medium is replaced at one time and exceeds 100 meters. Notes 1-4: Renovation of pressure pipelines refers to activities that involve changing the specifications, material, or structural layout of the pipelines, or altering working parameters such as the medium, pressure, and temperature within the pipelines, thereby resulting in changes in the performance parameters or structure of those pipelines. Major repairs of pressure pipelines refer to the replacement of pipe sections using welding methods, as well as the straightening of valves and pipes, welding repairs to pressure-bearing components, sealing under pressure, and plugging under pressure. According to the above, major repairs of pressure pipelines involve supervision and inspection when pipe sections are replaced using welding methods; however, no supervision is required if the total length of pipes replaced with the same medium in one go is less than 100 meters. Then, is supervision needed when elbows or other pipeline components of the same type are replaced over a length of no more than 100 meters? Isn’t welding generally required to replace pipelines?
According to the provisions of TSG D7006-2020, if elbows are replaced with similar types in the pipeline or the length of pipelines replaced with similar types does not exceed 100 meters, supervision and inspection are not required. Although welding is generally required for replacing pipelines, if the length of the pipeline to be replaced is no more than 100 meters and it is of the same type as the original pipeline, ensuring that parameters such as the medium and operating conditions remain unchanged, then supervision and inspection may not be necessary. It should be noted, however, that if any issue arises during pipeline maintenance, renovation, or replacement – such as severe damage or air leaks during construction – supervision and inspection are necessary to ensure safe operation. -
