An emergency rescue office is established under the leadership group; the head of the safety management agency serves as the office director, with all staff members of the safety management agency acting as members, and they are responsible for handling daily affairs. 4. Establish an emergency rescue team for special equipment accidents, with the head of the safety management department serving as the team leader, and all safety managers and operators as team members; this team is responsible for carrying out on-site emergency rescue efforts following an accident. 5. In the event of an accident involving special equipment, all relevant personnel responsible for emergency rescue in such situations must arrive at the scene as soon as possible to organize rescue and disaster mitigation efforts. 7. Employers who are required to establish a safety management organization for special equipment and assign full-time safety officers must conduct at least one emergency rescue drill for such equipment each year, evaluate the emergency rescue plans through these drills, and keep records of them. 8. Extension: Preparation of Emergency Response Plans I. Definition An emergency response plan for special equipment refers to a work plan prepared in advance to effectively prevent and control potential accidents involving special equipment, thereby minimizing the likelihood of such accidents and the damage they may cause. II. Legal and regulatory requirements: In accordance with Article 69, Paragraph 3, and Article 70, Paragraph 1 of the Law of the People’s Republic of China on the Safety of Special Equipment, entities that use such equipment shall develop specific emergency plans for accidents involving special equipment, and conduct regular emergency drills. After an accident occurs involving special equipment, the entity responsible for the accident shall take measures in accordance with the emergency plan, organize rescue efforts to prevent the accident from spreading, reduce casualties and property losses, protect the accident scene and relevant evidence, and promptly report to the department responsible for the supervision and management of special equipment safety as well as other relevant departments under the people’s government at or above the county level where the accident occurred. Units that, in accordance with the Requirements for the Management of the Use of Special Equipment (TSG08-2017), establish safety management departments for special equipment and assign full-time safety officers, shall formulate special emergency plans for accidents involving such equipment ; Other user units can include emergency response measures for special equipment accidents in their comprehensive emergency plans. III. Preparation Procedures (1) Establish a working group for preparing emergency plans: Form a working group for preparing emergency plans led by the main person in charge of the organization, with members from relevant departments or personnel. Based on the functional divisions of various departments within the organization, clarify the tasks and responsibilities involved, and formulate a work plan. (II) Risk and emergency response capacity assessment 1. Requirements for risk assessment: Utilize risk assessment methods to identify the risk factors associated with special equipment in a particular organization, determine the types of accidents that may occur with various types of such equipment as well as their potential consequences, and conduct risk analysis and evaluation to serve as a basis for formulating emergency response plans. 2. Risk assessment results: The results of the risk assessment for special equipment in this unit should specify the following contents. (1) Types of accidents that may occur with various special types of equipment, their causes, consequences, and scope of impact ; (2) Explanation of how natural disasters may cause accidents involving special equipment. 3. Emergency response capability assessment: Based on the results of the risk assessment, this involves evaluating the existing accident prevention measures, emergency responders, as well as emergency facilities, equipment, and supplies related to special equipment in the organization. It aims to identify the needs and shortcomings in emergency rescue efforts, and to propose recommendations for supplementing resources, making more efficient use of them, and integrating various resources together, thereby improving the overall emergency rescue capabilities. Emergency response capability assessment includes, but is not limited to, the following. (1) Special equipment operation monitoring system ; (2) Status of emergency facilities (supplies), including monitoring equipment, rescue equipment, communication equipment, fire-fighting equipment, medical equipment, personal protective equipment, etc ; (3) Availability of emergency rescue supplies ; (4) Development of emergency response teams, distribution and division of labor among various professionals ; (5) Various safeguard systems, including emergency facility management systems, systems for building and managing emergency response teams (including safety protection measures for emergency responders and the general public), systems for inspecting and maintaining instruments and equipment, funding support systems, training systems, drill systems, etc ; (6) External resources and capabilities, including the status of the emergency command system of the government departments in the location of the unit, the distribution of available social resources in the surrounding area, and contact information. (III) Preparation and review of emergency plans: Based on risk assessment and emergency response capability evaluation, corresponding emergency plans for special equipment accidents are prepared in accordance with the actual conditions of the organization and the requirements of the emergency plan system. After the emergency plan is prepared, it should be reviewed. After approval by the review, it shall be issued for implementation by the principal person in charge of the unit. (IV) Implementation and improvement of emergency plans: After the emergency plans are issued. Training and drills should be organized in accordance with relevant regulations, and the emergency plans should be updated and revised as appropriate to ensure their continuous improvement. IV. Main Contents of the Emergency Plan (I) General Provisions 1. Purpose of Preparation: Briefly describe the purpose and role of preparing the emergency plan. 2. Basis for preparation: Briefly describe the relevant laws, regulations, rules, safety technical specifications, standards, etc., on which the emergency plan is prepared. 3. Scope of application: Describe the scope to which the emergency plan applies, including the types and levels of special equipment accidents. 4. Working Principles: Outlines the principles and requirements for emergency rescue operations in cases of special equipment accidents (hereinafter referred to as emergency rescue). (II) Basic Information: Describe the general overview of the unit, the basic situation of special equipment, the conditions of the surrounding environment, as well as the distribution of available safety, fire protection, and emergency rescue equipment and facilities, along with the results of investigations regarding key protection targets. It can be illustrated with charts. (III) Risk Description: It outlines the risk factors associated with special equipment as well as the results of the risk assessment, including the consequences and scope of potential accidents. It can be illustrated with charts. (IV) Emergency Organization 1. Emergency organization structure: Define the organizational form of the emergency command agency, the departments (units) or personnel that make up it, as well as the daily operational bodies and expert technical teams. It can be represented in the form of a structural diagram. 2. Personnel and Responsibilities: Specify the commanders of the emergency rescue command organization, as well as the corresponding responsibilities and safety requirements of the relevant departments or personnel. Depending on the type of accident and the requirements of emergency response, an emergency rescue command structure at the accident site can be established, along with corresponding commanders. Various emergency response teams can also be formed for tasks such as disaster relief, security and surveillance, logistical support, medical assistance, communication, accident handling, and post-incident recovery, with clear definitions of the tasks and safety responsibilities for each team. (V) Prevention and Early Warning 1. Prevention mechanisms: Based on the results of risk assessment and emergency response capability evaluation, identify the technical and managerial measures to prevent and control accidents involving special equipment. 2. Early warning measures: In accordance with **relevant laws and regulations, special equipment accidents are classified into different levels, and the conditions, methods, and approaches for early warning of such accidents are determined based on those levels. (VI) Accident reporting and information dissemination 1. Internal reporting: Specify the methods, procedures, content, and time limits for reporting accident information within the organization following a special equipment accident. 2. External reporting: Specify the methods, procedures, content, and time limits for reporting accident information to the local people’s government, the department responsible for the supervision and management of special equipment safety, as well as other government departments with responsibilities for work safety, following an accident involving special equipment. 3. Information dissemination: Clarify the procedures and principles for releasing information to the media and the public, and organize the dissemination of information and guidance of public opinion in a unified manner. ( VII ) Emergency response and handling 1. Hierarchical response: The levels of emergency response are established in accordance with the principle of hierarchical responsibility, specifying the departments and personnel responsible for each level of response. 2. Response procedures: Based on the severity and development of special equipment accidents, define the procedures for on-site emergency command, emergency measures, resource allocation, emergency evacuation, and expansion of emergency response efforts. 3. Monitoring and surveillance: Identify the detection equipment and instruments at the accident site, as well as the personnel responsible for on-site monitoring and their safety measures. Monitor and analyze the extent of the damage caused by the accident, determine whether it has been effectively controlled, and check for any signs of an increasing risk, providing accurate information in a timely manner. 4. Personnel evacuation and resettlement: Based on the analysis of the locations where special equipment accidents may occur, the relevant facilities, and the surrounding conditions, the following aspects are determined. (1) Counting of personnel at the accident site, routes for evacuation, methods and approaches, and precautions ; (2) Methods, approaches, routes, locations for evacuating people from areas that may be affected, as well as basic protective measures ; (3) Temporary accommodation site. 5. Isolation and containment: Determine the following based on the possible types of accidents involving special equipment and their respective levels of hazard. (1) Identification of hazardous areas and safe areas ; (2) Demarcation and establishment of the warning area ; (3) Steps for initiating and lifting the alert ; (4) Internal road traffic control or management measures in the areas surrounding the accident site. 6. On-site first aid and hospital treatment: Based on the characteristics of special equipment accidents, as well as the facilities and capabilities of medical treatment institutions, an actionable plan for handling such situations should be developed, which should include the following elements. (1) Clarify the methods and procedures for rescuing personnel, as well as the safety protection measures ; (2) Patient transport and treatment plans and measures during transport ; (3) Identify the hospital facilities responsible for treating different types of injured patients. 7. Situation control: The on-site emergency response plan should specify the following contents. (1) Basic procedures for emergency shutdown and suspension of operations in case of emergencies ; (2) The emergency plans and procedures adopted to address defects, failures, and accidents during emergency situations can be described separately in the attachments ; (3) Emergency responsibilities and safety protection measures for personnel in various positions ; (4) Description of the engineering techniques used during emergency response. Based on the nature of special equipment, as well as the type of accident, its controllability, severity, and scope of impact, it is necessary to identify the potential secondary and derivative hazards that may arise during accident handling, as well as the measures to eliminate such accidents. When the development of events exceeds the unit’s emergency response capabilities or control limits, it is necessary to promptly implement expanded emergency rescue procedures. (8) The end of the emergency response and the resumption of normal operations shall specify the following: 1. Conditions and procedures for terminating the emergency response ; 2. Requirements for site cleanup and facility restoration ; 3. Follow-up monitoring, surveillance, and evaluation. (IX) Accident investigation: Determine the measures for protecting the accident scene and relevant evidence; in accordance with regulations such as the \"Guidelines for the Reporting, Investigation, and Handling of Special Equipment Accidents\" (TSG03-2015), cooperate with relevant departments in identifying the causes of the accident, carry out investigations and handling of the accident, and propose preventive and corrective measures. (X) Safeguard measures 1. Communication and information support: Identify the communication contacts of units or individuals involved in emergency response, and provide alternative plans. 2. Emergency team support: Specify the communication methods for various specialized emergency teams within the organization and their respective leaders; a personnel contact list should be attached. 3. Emergency supplies and equipment support: Specify the types, quantities, performance, storage locations, and responsible persons for managing the emergency supplies and equipment required for rescue operations. 4. Financial support: Clarify the sources of emergency funds, their scope of use, amounts, and supervision and management measures. Encourage the purchase of safety liability insurance for special equipment, and establish a compensation mechanism for insurance claims related to such equipment. 5. Other safeguards: Technical support, transportation support, security measures, as well as lists and contact information for external agencies and organizations that can be sought for assistance, among other relevant safeguard measures determined based on the unit’s needs regarding emergency response to special equipment. (11) Emergency plan management 1. Emergency plan training: Based on the assessment of the capabilities of relevant employees in the organization, an emergency plan training program shall be developed (including the methods of emergency training, assessments, record-keeping forms, and effect evaluation). The training program should specify the following aspects. (1) Education on basic safety knowledge for special equipment ; (2) Emergency knowledge education for special equipment, including operational standards for emergency rescue of special equipment, safety protection knowledge for emergency rescue, as well as systems and procedures for emergency response ; (3) Education on laws and regulations related to emergency response for special equipment. 2. Emergency plan drills: An emergency drill plan should be developed to determine the theme, timing, location, and equipment for the drills; the scenarios and procedures for these drills should be designed, and the personnel, equipment, and materials to be used as well as the methods for emergency response should be selected. All necessary preparations for the drills must be made, the drills themselves should be carried out, and after they are completed, summaries, evaluations, and actions for improvement should be undertaken. In accordance with the requirements of the \"Rules for the Use and Management of Special Equipment\" (TSG08-2017), those entities that are required to establish a safety management organization for special equipment must conduct at least one emergency drill for such equipment incidents each year; other entities should carry out drills at appropriate times. The conducting unit should keep records for future reference. 3. Revision of emergency plans: Clarify the basic requirements for revising emergency plans, conduct regular reviews to achieve sustainable improvement. 4. Implementation of emergency plans: Specify the exact timing for the implementation and entry into force of the emergency plans. 5. Formulation and interpretation: Specify the department responsible for formulating and interpreting the emergency plan. (12) Attachments shall include, but are not limited to, the following: 1. A map showing the location of the facility, a floor plan indicating the configuration of special equipment, and a map showing the distribution of important protective targets in the surrounding area ; 2. List of various special equipment ; 3. List of emergency facilities, equipment, and supplies along with layout diagrams ; 4. Evacuation route map, location map of shelter sites ; 5. Organizational structure diagram of the emergency command agency, emergency rescue flowchart ; 6. Internal emergency response team and personnel contact list ; 7. Contact information for external relevant organizations of the unit (relevant government departments, agreed rescue units, nearby medical institutions) ; 8. On-site emergency response plan and operating procedures (including an operational flowchart) ; 9. Standardized format texts for information reception, processing, reporting, etc ; 10. Regarding systems, procedures, plans, etc. The emergency response plan for special equipment accidents can be formulated with reference to GB/T 33942—2017 “Guidelines for the Preparation of Emergency Response Plans for Special Equipment Accidents”.
