How do you interpret paragraph 151, 7.4.1.4 on page P58 regarding partially branched ducts that cannot be considered axisymmetric structures?

How do you interpret the statement on page 151, 7.4.1.4 P58, that partial distributors cannot be considered axisymmetric structures? If the inlet area on the shell side of my heat exchanger is large and a row of heat exchange tubes is removed from there, does that mean I must also remove corresponding tubes from the lower part as well? If one row of heat exchange tubes isn’t sufficient to address the issue, if I remove three or four rows above, what should I do below? Is it necessary to remove them as well?
It should be designed to be axially symmetric; that’s what we’ve always done
