Fixed tube sheet heat exchanger bypass

Today I saw a type of fixed-tube-sheet heat exchanger in which the tube box is integrated with the tube sheet. A bypass system is installed between the inlet and outlet tube boxes and the shell of the heat exchanger respectively. What is the purpose of this? I have never seen such bypass systems before I hope the experts can provide answers. Thank you
