Carbon ring seal issues in MVR steam compressors

The carbon ring seal used in our company’s steam compressors consists of 7 layers, and it is a Borgman brand product. However, excessive leakage occurs frequently. The inside of the compressor contains clean saturated steam at a temperature of 126 degrees Celsius; the coaxiality of the shaft is also fine, and the rotation speed is 5000. I would like to ask the experts what could be the cause of this?
