Is the thickness of the lower sealing plate of the jacketed cylinder body twice that of the jacket thickness?

Guys, I have a question regarding the jacketing of the cylinder shell: the sewage discharge jacketing pipe here is 219X6, and the sealing plate is 10mm thick. Is this design reasonable? Does it have to be ≥2 times?
This is a visual concept of this diagram (diagrams like this make it unlikely that the pipe wall thicknesses can be shown in proportion); the thickness of the flange is usually greater than that of the pipe wall, but the actual thickness of the flange does not necessarily have to be more than twice the thickness of the pipe. The thicknesses of standard components such as flanges, jacket flanges (large and small flanges), and flange plugs for different pressure ranges are certainly determined through rigorous calculations.
