How to drill coal mill barrel on site?

The hole of the fixed lining plate of the coal mill barrel is enlarged. I want to enlarge the hole and insert it into the sleeve. Does anyone have experience in this area?

The coal mill is the main large-scale dynamic equipment in the coal chemical industry. It has a lining plate inside and is connected to the cylinder through bolts. During long-term operation, the screw holes are worn and enlarged due to the sliding of the liner. If a magnetic drill is used, I wonder if on-site drilling can be achieved.
If that doesn't work, you have to make a shelf and get a combined special tool. The corresponding casing is embedded in the hole. Give it a try.
