Why do the anti-corrosion coatings used for the secondary anti-corrosion coating of the steel structures in petrochemical production facilities have such a short lifespan?

The following shows the failure conditions of the anti-corrosion coating (acrylic polyurethane coating) applied as a second coat to the steel structure of a petrochemical production unit, after being in use for over 2 years. Is there a better way to ensure that the coating lasts for over 5 years with just one application?
If the primer is not applied properly and painting is done after sandblasting, following standard procedures will minimize problems. Different anti-corrosion measures should be chosen for different corrosion environments
