What causes errors when running AspenV8.4 after installation?

The installed EDR and HYSYS are both working properly, but there is an issue with Aspen Plus. Every time I try to use it, it shows \"Importing Loading Simulation Engine...\", and then this error appears: C:/Programdata/aspentech/aspenplusV8.4/aspenplus-Exce......... Does anyone know what’s going on? ?
The LICgEN.EXE file needs to be run as an administrator to work properly
I ran it as an administrator, but the problem still occurred. I installed Aspen Plus and the patch files again as an administrator, yet the same issue persisted. Does LICgEN.EXE refer to a file from Aspen One?
Run the 1-LicGen.exe file as an administrator; this will generate an executable file. Before installation, set the computer’s date back to before 2010
