Under what operating conditions should a fail-safe type be chosen for automatic valves?

As the title suggests, I used to only be aware of valves that could be switched to a fault mode or turned off in case of a fault. It’s only recently that I learned about self-controlled valves with fault retention functionality. Fellow sailors, under what conditions would one choose a valve with fault retention features?
