Recently, the safety pre-assessment report and safety condition review for the first phase of this 480,000-ton/year high-quality potassium fertilizer project were officially approved by the Beihai Administrative Approval Bureau, laying a solid foundation for accelerating the progress of this project. It is reported that this project is the first chemical industry project resulting from Sichuan-Guangxi cooperation to be established in Beihai, as part of the implementation of the \"Framework Agreement on Deepening Sichuan-Guangxi Cooperation to Jointly Promote the Development of Southward Open Channels\". Guangxi Chuanhua Tianhe Potash Fertilizer Co., Ltd., as the entity responsible for the project construction, was established through joint investment by Sichuan Energy Investment Group Co., Ltd. and Guangdong Tianhe Agrochemicals Co., Ltd. The total investment in the project is 1.3 billion yuan. It is located north of Road No. 7 and west of Road No. 8 in the Tieshangang Industrial Zone, covering an area of 380 mu. The project is planned to be constructed in two phases; the first phase requires an investment of 720 million yuan to build a production facility capable of producing 240,000 tons of potassium sulfate per year, as well as a facility for producing 165 tons per day of powdered water-soluble fertilizers. Additionally, this phase involves building a facility for producing 50,000 tons of melamine per year, with 150,000 tons of ammonium chloride generated as a by-product ； The second-phase investment amounts to about 600 million yuan, intended for the construction of a production facility capable of producing 240,000 tons of potassium sulfate per year, 50,000 tons of melamine per year, and 150,000 tons of ammonium chloride as a by-product. The construction period for Phase 1 is 16 months, and for Phase 2 it is 14 months. Upon completion, it will be able to produce 480,000 tons of potassium sulfate, 100,000 tons of melamine, and 300,000 tons of ammonium chloride per year, making it the largest processed potassium sulfate production facility in Asia. Upon reaching full production capacity, the annual sales revenue will be 2.3 billion yuan, the annual tax payments will be around 100 million yuan, and the annual profit margin will be approximately 110 million yuan. It will also create over 400 jobs, thereby contributing significantly to the economic growth of Beihai. “Since the project was officially launched in the Tieshan Port Coastal Industrial Park in April 2019, the safety pre-assessment report has become one of the key priorities for this construction project. ”The person in charge of the project told reporters that when Sichuan Chemical Tianhe Company was working on preparing the safety pre-assessment report, the design details were not yet complete, which meant that the safety conditions related to major hazard sources did not meet the requirements for such an assessment. As a result, reviewing the safety conditions necessary for project construction became a significant challenge for the company. All the employees and staff of the company were willing to take on challenges and face difficulties head-on. The company’s team re-examined the processes, procedures, as well as the reliability and safety of those processes, and actively coordinated with design firms, third-party evaluation agencies, and safety experts from within and outside the province. Multiple on-site coordination meetings and video conferences were held with these parties, including safety assessment agencies, general contractors, designers, and the company’s relevant safety and production technology departments. Through close cooperation and persistent efforts, a partial success was achieved in the safety pre-assessment process, laying a solid foundation for the accelerated progress of the 480,000 tons per year high-quality potash fertilizer project.
