Qualification requirements for participating in negotiated procurement 3.1 Must be registered within the People’s Republic of China, possess independent legal person status, have a good reputation in society and the ability to fulfill contracts, and be able to provide advanced and reliable products, professional technical expertise, as well as excellent after-sales service. 3.2 Over the past three years, there have been no instances in bidding processes or other business activities in which the company was subject to warnings by relevant authorities or had its cooperation terminated due to bribery, collusive bidding, fraud, or other illegal or irregular behaviors. 3.3 Different entities that have the same person in charge or are in a holding or management relationship shall not bid for the same bid segment, nor shall they bid for the same tender project that has not been divided into separate bid segments. 3.4 Possess a good reputation in society and the ability to fulfill contracts, capable of providing advanced and reliable products as well as excellent after-sales service ； The product features advanced technology, excellent quality, and stable performance. 3.5 Bidders shall not be included by the administrative authorities for industry and commerce on the \"**Enterprise Credit Information Publicity System\" in the list of \"Enterprises with Serious Violations and Dishonesty\"” ； The legal representative shall not be included by the Supreme People’s Court on the “Credit China” website in the list of persons who fail to fulfill their obligations. 3.6 Joint bids are not accepted for this tender. 4.
