Does a mixed gas containing a small amount of flammable components have an explosion limit? Is it necessary to divide the explosion area?

I have a question for all the marine professionals here: there is a type of waste gas that contains 1% hydrogen, 1% carbon monoxide, 0.5% methane, and 97.5% nitrogen. By calculating it as a mixed gas, it should be possible to determine the explosion limit of this gas. But based on personal judgment, the concentrations of these three gases are all below their respective lower explosion limits; therefore, this gas in the air, no matter what its concentration, should not be able to catch fire. So, does a place containing this gas need to be classified as a site with explosion hazards? ?

The explosion limit is not determined by the percentage content. According to Baidu Baike, flammable gases must be uniformly mixed with air (or oxygen) within a certain range to form a premixed gas; only when this mixture comes into contact with a fire source will an explosion occur. This concentration range is known as the explosion concentration limit, or simply the explosion limit
