Is there a difference between moisture and wetness/dryness?

I’m not from a chemical engineering background; I currently work as a front-line operator at a chemical plant. The team leader asked me to collect a solid powder sample for testing. It claims to measure moisture, and the results are available in just over ten minutes! If measuring dryness and wetness, it will take over 4 hours! I want to know what the difference is between moisture and wetness/dryness There’s such a big difference in the time it takes to get results! And then there’s their expression; if the moisture content is 0.17, does that mean 17% moisture?
0.17 means 0.17% moisture content; laboratories usually write the results in this format for the workshop. Anyway, we usually need to measure moisture for more than four hours.
