In order to firmly curb severe and major accidents and reduce the occurrence of relatively serious and minor accidents, the Safety Committee of Shandong Province launched a 100-day campaign for improving work safety across the province. Through comprehensive inspections, all types of safety hazards in various industries were identified, and corrective actions were taken promptly to effectively manage them. Carry out a thorough and comprehensive inspection campaign to identify potential safety hazards. Make full use of methods such as corporate self-inspections, inspections at the city and county levels, and random checks by specialized committees to carry out thorough and comprehensive investigations on a large scale, in order to identify all types of safety hazards in a detailed and thorough manner. Emphasis is placed on a comprehensive approach that leaves no gaps or areas unexamined; every industry sector, every enterprise, every link, every component, and every piece of equipment must be thoroughly inspected. All potential problems and risks need to be identified through meticulous investigation to ensure a thorough and detailed assessment and a clear understanding of the actual situation. At the same time, it is necessary to focus on addressing potential problems; all types of hazards identified through thorough inspections should be recorded in a ledger for systematic management. Those that can be resolved should be fixed immediately, while those that cannot be resolved should be urged to be fixed within a set timeframe, thereby implementing a closed-loop management system that ensures that each issue is resolved and marked as closed once done” ； For potential hazards with a high risk level that cannot be eliminated in a short period of time, safety prevention measures must be implemented as required to prevent work safety accidents. II. Accelerate the advancement of information-based supervision for hazardous chemicals. Relevant departments at all levels should regard advancing the informatization of hazardous chemicals supervision as an important political task, and as a key means to enhance the capacity for managing hazardous chemicals safely, and continue to intensify efforts in this regard. By the end of this year, key real-time parameters such as temperature, pressure, and liquid level in the storage units of major hazard sources of level 3 and 4 for hazardous chemicals across the province will be integrated into the risk monitoring and early warning system for the safe production of hazardous chemicals, thereby ensuring comprehensive coverage of risk monitoring and early warning for such major hazard sources ； In the entire province, the information systems covering the entire process of road transportation of hazardous chemicals have been fully established and put into operation in 6 key cities for such transportation as well as 27 key counties (cities, districts). This is a mandatory task that must be completed; relevant departments at all levels should work backward from the deadline, use visual planning to guide their efforts, and tackle each task one by one to ensure that the construction tasks are finished on time and to a high standard. III. Deepen the construction of a dual-prevention system for risks and potential hazards. All regions should adhere to a problem-oriented approach, conduct thorough assessments of the enterprises within their jurisdictions, and implement targeted support measures tailored to each enterprise. They should also strengthen supervision, monitoring, and law enforcement inspections to ensure that enterprises properly implement all the standards and systems related to the dual prevention system, thereby guaranteeing its effective operation and helping to meet the goal set by the province: by the end of the year, all types of industrial, mining, and commercial enterprises must have established a dual prevention system that functions effectively. At the same time, efforts are made to advance the integrated development, operation, and certification of the dual-prevention system and safety production standardization, encouraging enterprises to establish an integrated safety management system centered on risk classification and control as well as the identification and resolution of potential hazards, thereby addressing fundamentally the issue of the separation between these two systems. IV. Resolutely promote the “three in place” principles for enterprise safety production. As an important foundational task, enterprises must ensure the \"three proper implementations\": proper management of emergency plans, proper conduct of emergency drills, and proper provision of safety production training. Urge enterprises to promptly revise and implement their own emergency rescue plans, and to develop practical and feasible specialized plans and on-site response procedures based on the characteristics of different positions and the associated risks, so as to ensure that the emergency plans are truly effective and useful. Enterprises should be urged to carry out targeted drills in strict accordance with the emergency drill plan, thereby enhancing their ability to handle risks through these drills, identifying risk points through them, and raising employees’ awareness of risks and safety. Urge enterprises to strengthen safety production training, comprehensively improve employees’ safety awareness and operational skills, reduce violations of safety regulations at the source, and promote the improvement of safety production standards. Various regions and departments regard the fulfillment of the “three requirements” by enterprises as an important aspect of law enforcement inspections; by carrying out stricter such inspections, they urge enterprises to assume their responsibilities in meeting these three requirements. V. Severely crack down on illegal acts in work safety. In conjunction with the special campaign to conduct a thorough investigation of potential hazards, focus is placed on key industries and sectors such as mining, construction, hazardous chemicals, and transportation, in order to comprehensively identify any illegal activities related to production, operation, and construction within the respective jurisdictions. Once discovered, a zero-tolerance policy shall be upheld, and strict actions shall be taken in accordance with the law. Where criminal liability should be pursued, the system for linking administrative law enforcement in matters of work safety with criminal justice shall be strictly implemented, and criminal liability shall be pursued in accordance with the law to ensure a deterrent effect. Take counties and townships as the focus and foundation for anti-illegal activities, ensuring that mobilization and deployment take place at the county and township levels, that plans are formulated there, and that supervision and inspection are carried out at those same levels. Relevant departments should earnestly implement the requirements of the \"three musts,\" strengthen guidance, coordination, supervision, and inspection of anti-illegal activities in their respective sectors, establish mechanisms for sharing information, carrying out joint law enforcement, conducting joint investigations, and imposing joint sanctions, so as to create a strong collaborative effort to effectively address illegal activities in their areas. VI. Strengthen publicity and mobilization. Focusing closely on the work objectives of the 100-day campaign – identifying risks, addressing potential hazards, and preventing accidents – it mobilizes all sectors of society and its resources. By utilizing various media platforms such as newspapers, magazines, websites, and social media, efforts are intensified to boost publicity and create a strong public opinion momentum, thereby ensuring that society and the general public pay attention to this 100-day campaign. Strict accountability shall be enforced. During the 100-day campaign, the requirement of the “five musts” is strictly enforced: for counties (cities, districts) where serious safety production accidents occur, the **chief responsible officials must be summoned for talks** ； Any illegal production, operation, or construction shall be completely banned ； Production operations of those units that still fail to meet the requirements despite rectification shall be halted entirely ； All units and individuals involved in illegal or unlawful production, operation, or construction shall be subject to financial penalties up to the prescribed maximum limits ； All units and individuals that violate the law will be held strictly accountable in accordance with the law. The provincial **Safety Committee will conduct inspections to assess the implementation of safety production responsibilities in various regions; those who fail to fulfill their obligations will be held strictly accountable. The above seven points constitute the main elements of Shandong Province’s current 100-day campaign.
