Fine chemical workshops are usually designed as multi-story buildings, with the roof height of large workshops being slightly less than 24 meters. If a large number of process or auxiliary equipment are installed on the roof, does this affect the calculation of the building’s height? In accordance with Article 5 of Appendix A to the Building Code, regarding the methods for calculating building height and the number of floors, auxiliary spaces such as observation towers, cooling towers, water tank rooms, microwave antenna rooms or installations that protrude partially from the roof, elevator shafts, ventilation and smoke exhaust rooms, and small rooms at stair exits, may not be included in the calculation of the building height if they account for no more than 1/4 of the roof area. If the roof equipment or a partial steel platform on the roof accounts for more than 1/4 of the area, does that mean the building height exceeds 24 meters and it becomes a high-rise building? Please have professionals analyze it or let those with experience share their insights. Now, fire safety inspections combine building codes with petrochemical industry regulations – it’s really not easy at all!

But from your description, it seems the steel structure was added later, which is also a violation of regulations; the construction authorities don’t allow that either

In my case, the roof has 23.75M of space occupied by various equipment; the total area covered by these devices is likely to exceed one-quarter of the roof’s total area, while the area occupied by the steel structures above is quite small.
