Questions regarding pipes other than pressure pipes – liquefied gases, steam, oxygen

As the title suggests, since AQSIQ’s Document No. 675 of 2015 clearly states that, in the definition of pressure pipelines given in the new Catalogue, \"pipelines for transporting non-toxic, non-flammable, and non-corrosive gases with a nominal diameter of less than 150 mm and a maximum operating pressure of less than 1.6 MPa (gauge pressure)\", such non-toxic, non-flammable, and non-corrosive gases do not include liquefied gases, steam, and oxygen. Why isn’t this sentence included as a note in the new version of GB/T20801-2020?
“Liquefied gases, steam, and oxygen. ”Could you please clarify what the phases of the “medium” are respectively?:)
What’s even more strange is the concept of a gas. Apart from the definition given in 3.10, the term “gas” as used in GB/T 20801 also includes steam, liquefied gases, liquids whose maximum operating temperature is higher than or equal to their standard boiling point, as well as two-phase or multi-phase fluid media that include a gaseous phase.
